This past Monday November 21st in Brussels, Commissioner Vestager public speech referred to the old and inaccurate Intel/Wilmer Hale study claiming that found $120 as the total royalties cost of every smart phone.

This 2014 study was refuted on several occasions and more recently in the Harper paper of September 2016 (LINK) that puts annual licensing return from mobile market at $14.3 billion or just over $7 a phone.
